I supported the Swiss Federal Office for the Environment (FOEN) in refining the 2029 program agreement framework for forest infrastructure outside protection forests. The objective was to translate practical implementation experience into a funding model that is technically sound, transparent, and applicable across Switzerland.
Beyond contributing operational expertise, I introduced structured analytical and methodological approaches to challenge existing concepts, evaluate alternative funding models, and support evidence-based decision-making throughout the development process.
The project required balancing strategic policy objectives with the realities of implementation. A key challenge was to define funding criteria at the federal level that provide sufficient flexibility for cantonal implementation while minimizing the risk of misallocation, unintended incentives, or misuse of public funds.
The work was completed under significant political attention and tight time constraints, requiring structured analysis and close collaboration.
